When finding my competitors back links and going to those site to 'exhange a link' i have found these sites do not have a linking page. How do some of these sites get a really high PR and back links when they dont have a links page?

Many sites don't have a links page. Often links are handed out for free by either requesting them or by the site owners actually linking because they saw your site and liked it.
