if other sites place my banner link on there site, is this as good as a text link in terms of increasing link pop for SE's? or does it do nothing in terms of SE?

It depends. If the banner is from some sort of ad network then it is unlikely to pass PR. If it is a home-grown system that doesn't have an exclusion in the robots.txt then it can pass PR. PR can pass just fine through a redirect as long as there is nothing stopping the bot.

See if they can add an alt tag to the image. If so, give them a phrase with your keywords.

There are a few networks of sites (not ad networks) out there that pass PR through their ad system. Expensive PR though.

note: PR is nothing without some relative quality links in the mix.

Thanks for the reply. The banner links are strait html links to my site ex:(http://www.mysite.com), but they do not have any alt tags. Does not having an alt tag make a huge difference with banner links?

Having ALT text will help. It's somewhat like the keywords you use in your links.

Alt text isn't as effective as anchor text, but it's worth doing not only from an SE standpoint but from an accessibility standpoint.
