Will buying an expensive link build my site PR immediately?

My website launching in a few weeks I need to know some thing....

I have over 1000+ pages so far an will continue to write good content my SEO is going to write all the HTML tags for me and I know enough about keyword density but tell me this if I get a link costing me USD$1,700.00 from a page ranking 7 will my entire website automatically rank 7.

I am concerned about this all pages are well crossed linked so if I goes up it counts as a vote on all 1000+ pages I know other sites that are doing this, so if my website gets this link will it automaticaly give me a PR7. And should I make the text link to my site map page.

1. That is way too much
2. You might not even get 1 page to PR 7
3. PR hardly matters, it comes naturally with lots of links

So tell me what does get you to the top of search engine results if it is not PR conroy this is a must see so thats why I havce seen site with a PR7 in #2 spot below a PR6 so what does get you to the top keywords...? And how will I get to the top out site of PPC in a short space of time using link deveopment
