Reciprocal or nonreciprocal?

I give one link to somebody's site but he give me link from his another site. Nonreciprocal link is more valuable?

Non recip is more valuable imho. However if the other two sites are on the same virtual host / ip they may not be as effective.

Also consider the fact that on topic reciprocal links are likely to be fine as a site about cars is very likely to link to a site about cars.

No one can say for sure (Only the search engines know), but data shows that non reciprocal links are better.

How can I learn IP address?

Well if non reciprocal is more valuable I can put "noindex nofollow" to my links page then all of my links become nonreciprocal. Am I right?

You are right.

I did a similiar thing a while ago but the page white bar's in the Google toolbar. This means that Google has seen it but not assigned it a PR. The page can't be found in the SERP's but has still been indexed.

I'm not really sure whether that means Google will see the links as recriprocal or one way.

Trial and Error.
