We have a link exchange page on our site and it has several hundreds of links to other sites. Will it be considered a link farm by google? I ask because we noticed that google has reduced the number of back link to our site in its latest update. Is there a place to find out if our site has been penalized by google?

Google's guidelines say Don't participate in link schemes designed to increase your site's ranking or PageRank ... is not a link exhange page doing just that?

Your question really belongs in the Google News forum [webmasterworld.com]. Do some reading or post your question there.
The charter [webmasterworld.com] for this forum says in part, "Questions about links as used by specific search engines for ranking purposes should be put in that search engine's forum."
