Link page format

does this affect PR?

I have 2 sites with 2 different formatted pages of links.
The one site has links listed in one column and has a decent PR.
The other site has links split into 2 columns on the page and has PR0.
What is the best way to format a links page? Is one column better than 2? Does it affect your PR?

Page format should have no effect whatsoever on PR. PR is determined by linkage and the PR of the linking pages. Check the linkage to both pages (assuming that the site home pages are of the same PR) to be sure you have clean, spiderable links. It's also possible that the lower PR page just hasn't been updated yet.
