Internal Link Structure - Site Map

I am developing a 1000+ page directory site. I would like to spread out any incoming PR between each of the pages. I was planning to have a site map on every page. The site map would link to every page.

This would link every page to every page. Is FULLY webbed site structure advisable? recommended? pros? cons?

Google's Information for Webmasters [google.com] strongly recommends using a site map:

Offer a site map to your users with links that point to the important parts of your site. If the site map is larger than 100 or so links, you may want to break the site map into separate pages.

In your case you should probably break it up into approximately ten sections, with an index page pointing to all sections. Individual pages would point to the index of the sitemap, so it would be two clicks from any page to any other one.

I have 2 sites: one in ASP and the other one in PHP. Is there a script that can build my site map for both sites?
