I have a site which according to the Google toolbar is rated 5/10...

I have read in these forums listing high quality relavent links to other sites may help boost your rank and maybe even SE Placement... is this true?

If it is... Do I have to list them on my index (homepage) or can I put them a page deep and still get credit for using them...

Experts please advise...

Hi, WebMojo... I don't think there's a magic rule for this, but there's always been a belief that the right outbound links seemed to help a bit in rankings. Not just with Google, but other SEs, too. (Outbound links won't affect your Google PR, except to divide its distribution as any link on a page would.)

The things to look at are link text (keyword related is usually better) and link target (topically related and popular is likely better).

(A discussion of specific PR issues would get better attention in the Google forum, WM.)
