What are you doing to get folks to link to your web site?

My keywords are not that competitive just yet, but there are a few sites with 50+ inbound links. (mostly from .edu sites)

Do you email webmasters? Do you pay them? I don't want to add a lot of junk outbound links to my site which will end up hurting me later.

I suggest research a bit more and try to get NON FFA, NO Guesbook, No Link Farms, one way links. If your site is informative, people might like to link you but most of them would want to reciprocate. But if you are unable to find any good options, paying comes into the picture! But make sure you do not buy Guestbook Links or any kind of redirects or Java Script based links.
