Where do I find places that want to exhcange links?

I am just starting to get into the whole link exchange industry and am looking for places to exhanged links with, but I don't know how to find the ones that will help increase my page rank. Are there any good places to start?

1. Ignore PageRank. It's irrelevant.

2. Link to sites that are related to yours (sites that you actually want to link to).

3. Email and ask them for reciprocal links (a short personal, no pressure email).

4. Check their links sections and do the same with their competition.

5. Submit to directories too.

6. Search for your keywords and find the other sites in the SERPs and offer link exchanges.

7. Rinse and repeat.

A basic rule of thumb is, "will this site link to me?".

Ie, is your content related to theirs? Do you compete with them? Is your site good enough to link to?
