Does anyone know a good way to export favorites to either a flat text file or html file?

IE can automatically export favorites to an HTML file. Look under FILE > EXPORT and you'll get an Export Wizard that walks you through it.

If you're switching to Opera - which you should be ;) - it includes a tool that allows you to import IE favorites.
