mysql 4.1.18 - root user problem

Hi

We have install 4.1.18 on win xp

we need to set user 'root' and password ''
but seems that mysql in install only with win xp user

with phpmyadmin and all script / site in local it's impossible to make connection
the only way is put user = windows user logged..

we have changed user table on mysql dbase but nothing change

?
