Air, that agent looks like it might be from W3.org, like their W3C_Validator/1.64 libwww-perl/5.47

There is some information on that class C in these threads: [webmasterworld.com ] [webmasterworld.com ] It's NSlookup is now [cache.bora.net], but I would be wary of anything coming out of that block. Who knows for sure what is going on with the bot on the other side of that IP. Inktomi has a history of playing user agent games, and I wouldn't scratch that IP out of your cloaking script.
