This question comes up every now and then, and everytime it does, I hope people don't do too much with this information. The key to any seo or ppc strategy is keyword diversification and local "service" roots should be matched with geo-derivations (neighborhood, zip, city, county, state, region). There are dozens of highly viable major geo-keyword derivations per metro.
Regardless of the SEM strategy employed, all major city + business keyword phrase derivatoins should be utilized. Especially when mixing up anchor text, building content and pages, and building PPC creative.
