i had to reinstal windows xp on another drive and the user account on the old drive was pasword protected and the new account will not let me acess the folders on the other drive with the with the user name that was password protected user comes up with a answer not acessable acess denied if you have a answer

If you were using Windows Encrypting File System (EFS) on the drive then you would have had to export the private key prior to the reinstall. Otherwise you would need to restore a backup of the system and decrypt the files from the original user account. If you don't have either of these then the files may be unrecoverable.
