The new product has multi language capability (English, Hindi and Tamil), comes pre-loaded with Works 8 and other services such as anti-virus, education content from Edurite, and broadband access from BSNL and MTNL. In addition, the product includes 12 instructional videos designed to help first time users. These solutions will be available in 75 cities across the country at a price point as low as Rs.399 per month.

Rs. 399 is nearly USD 9/mo

Are they just starting this program now? Microsoft announced the introduction of the Windows XP Starter Edition in India [microsoft.com] back at the end of 2004.

Yes, they announced way back but planning to start now. What is interesting is the article I mentioned also narrates that subscription of Rs. 399 will cover few softwares and a broadband subscription charges of BSNL or MTNL which normally starts from Rs. 250 for home users.

If succeed they will surely tap huge pirated software market in India.
