"Reinstallation of program may help'. I am unable to find this file in my machine. Win XP Pro. I am unable to find this file to download.
Am I completely lost?

A web search for that particular .dll turns up nothing at all - so no one else seems even to be talking about a related problem.

One way you can repopulate missing dll files on a Windows system is the "System File Checker". You might want to give it a try:
