I need your help to justify purchasing a laptop

I need your help to justify purchasing a laptop and wanting to tell our IT manager to get stuffed.

i work for one of the top company in europe as webmaster.
the funny part is after hours support, i use my open pc for work......

Minimum Requirement
Slim Compact -
Built in WI-FI connectivity, 3G card and Dial up
Video card has video out, and dual monitor support
512 of ram or above
Fast hard drive (7200 RPM if possible)
Hi-res screen (but usable at native res)
Re-write drive
Additional battery (if modular option)

There are some requirements that I need to question:-
Slim Compact - Size and weight plus performance does not fall within the budget we have when purchasing Notebooks. If Size and weight is an issue then performance will suffer.
Built in WI-FI connectivity - We do not currently purchase Notebooks with Build-in Wi-Fi Cards as standard. It is cheaper to buy a Model without it and then purchase a PC Card Wi-fi device
Re-write drive - What is the reason for this?
Additional battery (if modular option) - Surely if the battery is running out you connect to main power

Er, they seem like perfectly reasonably questions to me - why not just answer them?

If you need the additional battery - explain to him why.

If you need the re-writable CD-Rom - explain to him why.

If you really need something slimline/compact - explain to him why you need it and ask him to increase the budget for this as a one-off in the circumstances.

He's asked the exact same questions I would if presented with this by an employee ;-)
