phpbb.17 to phpbb.18.Worth it?

just wondering if it was worth upgrading... The only reason i ask is my board is already heavily modded, would really hate to reinstall everything from start.

For a heavily modded board, the only upgrades that really make sense are those that patch critical security flaws. Otherwise, it probably makes sense to skip a few versions until you are forced to upgrade for security reasons or you see a must-have feature in the new version.

In looking at the description of the .18 release, it appears they addressed mostly bug fixes, though they mention a few security items as well.

I downloaded the 2.0.18 mod (much easier than using the standard packages when your board is heavily modified), but I still haven't done the upgrade. A couple of reasons, the first being lack of time - the estimate for the mod is two hours and there is a lot of extra code and backported features. The second is that there appears no real sense of urgency with this upgrade as no critical security-related bugs are addressed.

I am still planning on doing the upgrade, but I will wait until I have sufficient time. I would recommend upgrading, not least because if a later security-related bug is found you are often forced to do the prior upgrade in a hurry before being able to fully patch the new bug.
