Content management is a mechanism to allow a relatively small group of content creators add content to a site without a lot of coding. It isn't usually interactive.
A forum is completely interactive, with people other than the forum owner usually doing the vast majority of posting. It allows interaction between posters, and can lead to the formation of a community.
