I'm planning a new web site based on a forum. Which open source forum solution shall I select? PHP Nuke is popular, but is it the best?

My forum will be about schools and education in Egypt with parents as my main target and perhaps also students.

So, what dyou think is the more suitable open source solution for such a community forum?

What are some must have features that you wish to have?

Basically, I only need a forum. Something like webmaster world, yet the difference will be in the topics discussed only, which will focus on school life and education in Egypt.

If it is just a forum, the best packages are vBulletin (which costs about $160) or phpBB (which is free). They are the two most complete forum packages around.
