When registrars point it it's a 302 (temporary) redirect. When people type in the domain name it's your ISP URL that will come up and show in the address bar. If you get into ODP that is what they'll list - the actual URL of the site - and that's the URL that link will count for search engines & PR - or any other links pointing to that URL (at your ISP).
If people link to the domain name and it's a 302 redirect there's some confusion with the Google backlinks and PR it's better to avoid.
There's another way to point it, and that's to have it pulled up inside a frameset - GoDaddy has that available. Then it's the domain name that will show in the browser address bar, but if you want to optimize the site for search engine placement it'll take special handling.
Different registrars handle it differently, so you'll have to ask.
