I get up to 40,000 SPAM delivery attempts every day on my system from a rotating set of about 7,000 (presumably compromised) machines.
Writing the reverse SMTP proxy to keep most of them away from my real mail server did have a real cost, and the bandwidth consumed by the wannabe SPAMmers and viral emails is another real cost, but I don't think that anyone of us can do much about it other than lobby our politicians for castration of the people concerned ("Let's see how much good your #*$! pills do you NOW, lover boy..."), etc.
(I would accept as a cruel and unusual alternative to castration: (1) forbidding any electronic communications access including phone and Internet (2) being forbidden any access to bank accounts (3) being forbidden any interaction with the venal/gullible/stupid, as they cannot be trusted not to abuse them!)

PS. The FBI is the shower that won't let certain US Senators board US internal domestic flights since they have *names* a bit like some friend-of-a-friend of someone who walks funny and has a limp wrist or is a terrorist, yes?
