Need dialup ISP accessible strictly from Windows!

I have a friend who is transitioning from aohell but isn't just up to the task of getting cable.

I need to hook them up with a decent dialup connection that can be setup strictly through Windows (XP). Installation of any software is an absolute no.

Anyone have any suggestions?

How about their local telephone company? Most local ISP's I know of don't require any software, as long as you know the dialup phone number and the appropriate DNS.
