Smaller versions of this tool were used for making chairs and other furniture. Used in the opposite manner from a spoon bit. I think this one cuts stock up to just under 2". Some versions cut up to a little over 2 1/2".

The bit (gizmo) is used in a brace for making something a bit larger than furniture.

Not for making veneer or moldings.

looks to me like it is a tenon cutter or pointer that can be used in spoke like objects as small as tiny chairs for dolls - up to spokes on wheels - or rails for baniiesters/railings.
