OMG. That really is the most stupid thing I have ever heard of. I have heard of some real stupid things before, but I think this cuts the cake for me. (Err, cheese maybe? :) )

The law is actually intended for punishing pranksters who stuff toilets intentionally with toilet paper (it happens more often then one might think, depending on where you live). The article (beyond being badly written) din't talk about the specifics, so it is hard to tell what happened. Anyway, the reporter seemed to side on the youth, I probabily would too if he behaved.

It is hard to tell the truth from a one sided article which provides little info.
