Scheduling Software

Trying to find suitable programme/web app

I am looking for either a Windows application for managing schedules etc for numerous staff, or for a web-based (preferably PHP/MySQL) system for accomplishing the same thing.

Does anyone have any recomendations or suggestions?

Alternatively, are there any good resources out there which would give me a starting point to writing my own PHP/MySQL system.
I am trying to figure out how to layout the dababase, but am getting quite stuck! If someone could offer some help with this, I should be able to work out the rest.

Any ideas or opinions would be appreciated.
On a last note: I'm not looking at spending much (if any) money, hence the self-build option.

Outlook + Exchange Server? Good stuff, but maybe out of your budget...

It's at version 0.9, so it's nearly ready for the world - it might just be what you are looking for, and it's free.
