Flag color database

I know that a few years ago my state went through the process to officially codify the colors on the state flag using the Pantone system. I'm wondering if there's an online database of state or (more importantly) country flag colors--in hex (preferably), RGB, or Pantone.

anyone aware of a Pantone to RGB/hex converter?

I can made one. If you wish, I can make a function or complete program in C/C++, VBasic, java/javascript, php, asp that gives you a RGB from a pantone or a pantone from a RGB. If you're interested, let me know (I'll do it free)
