You can buy gift certificates on amazon.co.jp, but the signup is only available in Japanese. You could get them a regular Amazon gift certificate and just allow a bit more for shipping.

Thanks bill ...

Is there a way i can buy a gift certificate/card online from a toy store like toysrus and then they can use it to shop offline in that store in japan?

Sorry...I haven't been back in Foo for a bit.

The only online stuff I've seen has been in Japanese. Gift certificates do exist here, but I haven't come across many of late. The Japanese branch offices of foreign retailers are notorious for not supporting promotions from outside Japan. I'm sure some of them will, but I haven't come across any. (Leave your McDonalds Gift Certificates at home when you visit Japan people.)

If you know your cousin would like something from 'back home', maybe a care package would be more appropriate.
