Producing my own desktop Icons

What would I need to create icons. Please note I am not looking to make favicons, but icons I can use for folders and files for Windows and MAC.

They will be used for some software I am thinking about developing.

Are you just looking for a program or other information on creating icons?

Go to download.com and search for "icon editor".
