Is it expensive? Hmm, if you needed one and it performed it's function - you'd be happy to spend the under $30.00 for this item.

Light within visible spectrum for humans? it doesn't produce light itself, but works with a light source.

focusing device for the light in a lighthouse - much too small for that.

It's only about 1.5 inches across. (this particular one is)

It's a light related item, but doesn't produce light with disaster preparedness, military-type uses, other uses too, I'm sure.
