Well, actually living just about a mile away from the french border.
- phone jack: a euro adapter does it.
- voltage: 220
- ISP: tricky, don't know . You could ask MacGuru - i think he's living in france ... or ask europeforvisitors as it's his job to know such things, i guess. ;)
Isn't Tiscali French owned? I think they also own Claranet who have quite a good reputation.

The French phone jack is a great big thing with sideways metal slats, but adapters from that to RJ11 (US) are available everywhere (including hypermarkets) for a few Euro.
The ISP situation is similar to the UK: lots of "free" providers, where the money is made from the access number, and some flat-rate or blocks of hours deals.
Each of the big ISPs has a "libre" (free) deal which usually works out at EUR 1.20/hr for a nationwide access number using a special area code. You can sign up for these online, even from outside the country, and use them from any phone in France (but watch out for hotel surcharges and barring).
The 20-60 hours a month deals (better value) are around EUR 15-25 a month, toll-free access number, but might be hard to sign up for without a local fixed phone number and local credit card. Unlimited deals mostly have a long commitment (i.e. two years!).
ISPs worth trying are wanadoo.fr, tiscali.fr, free.fr - a search for "fournisseur acces gratuit" will find many more.
Voltages are 230V/50Hz like most of the EU, power plugs are the standard European ones (with a hole in for earth if three pin). Again adapters are widely available, especially to/from UK plugs.
