Ok, it's probably an easy one, but it's a two-part question:

What is it?
AND
What does it do?

The tablecloth is not part of the gizmo. The tablecloth was probably used for contrast.

Looks like the base is solid steel. Does that piece on the wire rotate around the pole and perform a function?

Does it produce a sound when the piece is rotating?

The piece on the end HAS weight. I believe it would need to be a fairly precise weight in order for this gizmo to function correctly.

Does it produce a sound when the piece is rotating?

It might, but I believe a little oil would cure that.

I've never seen one at a hardware store. You would not not go to a hardware store to look for this gizmo.

Yes, the arm and the weight travel together.

Over 100 rpm's initially.

No gyroscope.

I do not believe it opposes or affects anything in close proximity. It reacts to something...
