Remember the under construction gif. Understandable in the early days, and i've never seen anything under construction for years.
It's a thing: In the last week i've seen a site which has been under construction for the past week.

I suppose there exists a simple and sensible reason why the present site will never go beyond Latin-1, but I have never heard it.

I've seen lots of sites "under construction" in the web usage surveys that I run of the gTLDs. What has changed since the early days is that the registrars and hosters now point undeveloped domain names to their own holding page or PPC ads page. There are still lots of "roll your own" U/C pages though.

precisely: ..around 2 am on a snowier night in early January of 1995 coming back from Mount Fuji(Restaurant in Northern NJ), almost pitch black outside while my 4 gear Fiat X1/9 ( [upload.wikimedia.org...] ) gray color is scraping the road and while my 4speed manual shifter clutch is on its last tooth half way down the Curvy Hill...

We finally made it down the hill to the lights all the way down!
