NASA has now said there is "unambiguous detection of molecular water" on the Moon.
"The amount of water is roughly equivalent to a 12-ounce bottle of water in a cubic metre of lunar soil."
That's around 340 millilitres.

From the article:
This "unambiguous detection of molecular water" will boost Nasa's hopes of establishing a lunar base.

I would think that the discovery of the "consistent" (for the lack of a better term) presence of water on the moon, would have scientist scrambling to search for life. Not little green men, but bacterial or other microscopic forms of life. To me, it would seem far more efficient to conduct tests for life on our moon in order to inform us on how best to test for life on other more distant and hostile celestial bodies such us Mars and Venus.

Last month they found phosphine in the atmosphere of Venus, suggesting a very high probability of life. It's much easier to find something when you have an idea of what you are looking for.

Its seems to me that building a "base" is somewhat trivial as compared to discovering forms of life outside of our atmosphere.
