Reports of a leak of India's biometric identity scheme suggest over 1 billion records could have been at risk.
It said that once it paid the "agent", its reporters were given a username and password that allowed them to enter any Aadhaar number into the UIDAI website and get access to user information including name, address, photo, phone number and email address.

The report added that payment of a further 300 rupees provided "software" that allowed them to print out any Aadhaar card for which they had the number. India's Aadhaar Database Leak, Potentially 1 billion Records [bbc.co.uk]

Even if it's only a few records, this is still a failure.

India's population is 1.324 billion according to the last census. So basically we're talking about everyone there?

Yes, all those people!
It seems the authorities are now going to add face recognition software to the system from July this year.
