Bulgaria: All Government Software Must be Open Source

Bulgaria has passed a law which says that all Government software has to be Open Source.
Brave or stupid move?
That sounds a terrific idea, and will make the software cost-effective, more up-to-date, and less likely to end up with legacy systems that can't be changed or upgraded.

There are a lot of difficulties, in that switching some systems will be expensive, and there may be specialist applications where there is a limited choice of software, none of it open source.

On the other hand, I think it will pay off in the long term.
