The new U.S. Department of Homeland Security visa waiver proposals may mean submitting your social media profile on application. I'm certain that'll be a scary thought for some.

One has to ask if the first ting a visa holder does entering America is to set up a social media presence? What about getting a job or going to school, or not over staying a visa?

No, it's if you are applying to enter under the visa waiver program to visit. It could be tourists, those attending business meetings, or conferences, and it's not asking you to set one up, it's asking about your existing social media account.
It applies to any country with a visa waiver agreement.

These are proposals, and not a requirement right now.
