Could the fact that a user of a search engine clicked on "Next >>" for a particular query be used against the results that appeared on the previous page of results for that particular query in the future?

Interesting thought! I doubt it, that would mean a change to the whole algo that calculates ranking and tracking clicks on the results pages - not a quick and easy job I imagine.
