That really seems an odd relationship, the US Government, and Tor. Crowdfunding might take it further away from the reliance on government funding, and make it less of an odd bedfellow, too.

Following up on goals set earlier this year, the Tor Project launched its first crowdfunding project today to expand its donor base beyond the US government and allow for spending flexibility. Although there wasn't much of an explanation in its campaign announcement, Tor could be seeking to become less reliant on the US government, which typically accounts for 80 to 90 percent of annual funding. link [theverge.com]

The US governments wants technologies like Tor to allow people in countries that it does not like evade govt censorsip and surveillance
The US govt wants people in its own country to not use Tor, so it can spy on them

Funding depends on which motive wins out.
