Article claims that UCE/Spam may account for over 40% of all email by year-end, and that the aforementioned three are worried that people will simply stop using email if 'something isn't done'.
No doubt the FTC Spam Forum: April 30 - May 2, 2003 [ftc.gov] will be a very active forum indeed.

email operation that allegedly used deceptive methods msg#7 [webmasterworld.com] I broke down the listings of those who are to sit those panels and their biographies. Believe me, they are the Whose-Who of both Bulk E-mailers and UCE/SPAM fighters alike. A veritable cornucopia, if you will.
I just read too, that AOL [sap.info] is taking 10 UCE/SPAMers to court claiming they (the UCE/SPAMers) "...are responsible for 8 million complaints". Eight Million.

You mention that 40 percentile thing and it brought to mind something else I saw on Sunday mornings Network News that stated UCE/SPAM has already outpaced regular e-mail messages, by volume. I believe that was Brightmail's figures, but I can't recall at the moment.
