Rather than offering you cellphone service, the towers appear to be connecting to nearby phones, bypassing their encryption, and either tapping calls or reading texts.

The article is a little misleading. It is more about intercept devices known to exist, such as Stingray, which law enforcement and federal agencies are clandestinely using... and so far ave avoided a Freedom of Information request on who is using these devices and for what purpose. These devices fit i a suitcase size case and are NOT towers, they just act like one.
