Just a locally saved HTML page with all my 'must-have' links grouped by subject.although I take it further, turning it into what is essentially my own local 'directory', across a number of themed pages. At some point in the future, I may even turn those pages loose as mini sites :)
Also loads quickly.
Did used to have Google, but now have the toolbar. Also used to have about:blank, but it's as quick to have my current solution and much easier.
I am considering having the text only version of the BBC site for the duration of the war, just to keep updated, although I do have their Ticker running across the top of the screen, so there's not much point :)
<edit>I also have an Active Desktop set up with links to some web sites and commonly used files, as well as a WHOIS so I can just type a domain name straight in to check availability.</edit>

I now have [marge...] which is a file hosted on my server, which is also my proxy and is always on.
It loads very fast, and provides several tools i use all the time.
Links straight to local development sites, and their equivalent live versions.
And a few forms which allow me to enter a client account name and bring up all sorts of data or websites etc.
I also have the google toolbar and all my links are arranged into folders underneath the main links folder. The links bar is then shown and this provides me with a number of drop down lists with all my common and fav sites.
Its cool :) but i wish micorosoft would fix the bug where clicking a fav inside a folder opens a new window - means i have to drag the fav into the main window which is a tad annoying
