Ministers are preparing a major expansion of the Government's powers to monitor the email exchanges and website visits of every person in the UK, it was reported on Sunday.
While I question any government news being released on a Sunday when nobody is in office, especially when the article quotes a "Nick Pickles", but the article isn't funny so... is it a joke?
