I have never seen any of these adverts except after 1am.
The worst is :
About bullying at school - honestly how many children have actually watched it. They are encouraged to tell on the bully. 1am! They are all in bed.
Further adverts.........
**have some horse sense on the road
**don't go to some foreign country and smuggle drugs
**watch your baby whilst its in the bath so it doesn't drown
**be careful with electric blankets, they can be a fire risk
Honestly, why show them at this hour, your not hitting the target audience they are all in bed, your just doing it to hit your quota, why bother!
Anyone else seen these and agree (or disagree)?
At least they got someones attention. I bet, like me youve been persuaded, after watching those adverts at the unholy hours, to take more sense on the road and avoid horses.
So they arent a total waste after all.

For example, the TV channel sells a package of ad time at a discount in order to fill up less wanted spots.
So for a set payment you get ads at all times of the day, covering all possible target markets.
Presumeably this could be further extended to allow the advertiser to submit a number of commercials to be shown x times each, as part of this package.
This means that the government probably get very little ability to target the adverts, but (hopefully) get a decent rate.
Also, the channel may need to bulk out the adverts so they pick government ads over commercial ads to do that. I doubt that they would spend too much time targetting the ads for the government! ;)
Like selling ad space on your site - it's better to have it filled in order to sell it.
