What's the difference between issuing a remote shutdown command to your webserver at the remote colo center, and issuing a remote shutdown command to the server sitting beside you?

None other than if the one next to you hangs you can power cycle it ;-)

At the F100's I work at for my day job we use power strips in the racks that allow remote access via IP. Power to individual severs can be be turned on/off/on for cold booting.

Similarly a console KVM is offered over IP remotely to 'Press F2' during startup (battery/drive array issues).
