A 17 years old Russian recently (as per a NYTimes article) launched a site named chatroulette; wait don't rush, brace yourself for a new experience, I won't take it and I believe that kids should be not around!
Visiting chatroulette cranks on your cam and connect you with a worldwide random site user, click again and go to the next one.
I am afraid that all of those that should be locked are going to populate it.
Hope this is not under the new NYT "for a fee" policy
