I can see it now... student working in lab knocks over rack of vials. "Oh #&^%$#. Prof. So-and-So will KILL me..." Mops up mess, disposes of remaining 'evidence' where it won't ever be found.

Because people are oh-so-honest. I would put my money on the fact that it was sold, stolen, etc.
The University said that it was not bubonic plague but the STUFF could cause bubonic plague :(

Just for conspiracy fun: Yeah, sure, as long as it is not some suped up Military variety of Bubonic Plague. Who is to say that a breakout of plague today wouldn't mutate and defy those "standard" antibiotics, many of which are suffering from decreasing efficacy anyway...
Besides, it's not the bottles they find, or the ones they find missing that you have to worry about, it's those bottles of plague that are missing that sloppy inventory controls will never reveal...

Most people in the US don't live in rat-infested hovels anymore, which probably really reduces likely transmission vectors. The biggest hazard these days would be people and their doctors not realising what it was in time to prescribe antibiotics.
About 14 percent of plague cases in the United States are fatal...The symptoms are swollen, tender lymph nodes, fever, and extreme exhaustion. Ten to 20 people a year are infected in rural areas of the western United States, while globally there are 1,000 to 3,000 cases a year.
It can be treated with antibiotics, but if it isn't treated promptly, it can cause death.

And besides, biological warfare is against the rules nowadays, so we would certainly never fund military programs to develop such illegal substances in the first place... ;)

Maybe the FBI may make it mandatory in the future for these incidents to be reported to them.
It would save time, investigation, and $$$$$, not to mention news they would not like being leaked.
