Do you at least see any users online? If you see neither users online or offline, do the following:
1. Press 'ALT' while viewing your buddy list, this will initiate the classic menu interface.
2. Click on 'Tools' in the menu, then click on 'Options'.
3. Once the Options window is open, click on the second option labeled 'Layout' on the left hand side.
4. A new section should appear, find where it says "Organize Contacts By" and make sure 'Online Status' is the one selected, press 'Apply' and then 'Ok'.
If you only see yourself online, then that's just a bug that the Live servers give off, a quick logout and login fixes that issue.
