You have to look out for some addon modules for CMS to have such kind of functionality. CMS are built for general purpose without keeping into mind special requirements. It can be done easily with forum scripts with points given on answering. Or with some CMS and using some additional modules.Its all upto you

Just give a try at some CMS websites and scroll in custom modules , hope you will get what you want.

Can try Hotscripts, Download.com, and Tucows and do a search for Yahoo Answers Clone, there should be a few candidates in the results.
